the D700 just released last year.. and just 1 year later.. they release new version again
where did you hear this from?
according to nikonrumors and a few other sites, what Nikon going to announce on Oct 15th is be D3s and another new camera, i.e. not a upgrade to an existing model, so not a D700s
and one or more new lenses

D700s I think won't be this year, maybe next year as this year is D3s and D300s. The D700 will probably be upgraded next year or the year after that.
There is talk of a new 85/1.4 AF-S VR. Nikon has filed patents for it.
